The sims are stuck at the university class building after finishing their class

How often does the bug occur? Often (50% - 99%)
What is your current game version number? 1.82.99.1030
What expansions, game packs, and stuff packs do you have installed? I have all packs except for Snowy Escape, Eco lifestyle, Cottage Living, Dream home..?, Paranormal and a couple of stuff packs.
Steps: How can we find the bug ourselves? a couple of sims are stuck all in one, in front of the univ class building after finishing class
What happens when the bug occurs? They never move unless I use reset object cheat
What do you expect to see? I expect to see they are coming out of the building individually and able to move freely
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I used 'reset object' cheat only on my sim and he is coming out of the stuck group. It's happening nearly 7 out of 10 times. Actually I experienced this issue in front of the home lot while I was challenging all degrees with my 5 sims at home lot. I had to use 'reset object' cheat to make them free every time it happened. Is it only happening in my game?
