I've been told that it is by design that higher quality trash plants tend to produce normal trash fruits.
Hello @crinrict Just started having same/similar issue.
Playing the Murkland Challenge where a main is to grow and evolve 16 Trash Plants to Perfect quality. I was doing pretty well with my plants evolved to Excellent/Superb. Then I noticed the fruit harvested was Normal quality. Pulled all the plants into family inventory to quickly harvest the remaining fruit. Placed the plants back on the lot and made sure they were the higher quality plants. Next harvest the fruit was at Normal.

Own all Sims 4 packs and patched to date.
Tested and duplicated
Trash Plants started from piles of trash and evolved to Nice quality yield Normal quality fruit.
Moved The Sims folder and started a fresh game. Checked for updates and used Repair game option.
(Not necessary but just to be thorough)
Deleted all existing Trash Plants from lot.
Started new trash piles to grow all new plants.
Harvested all plants at Normal level and fertilized all plants.
Evolved all plants to Nice quality.
Harvested a single random Nice plant.
Harvested fruit was only Normal quality.
My next step will be to test with a harvested wild plant.

According to QA, that's by design
@crinrict @SimQARobo I was certain that Trash Plants worked like other plants. An Excellent quality yielded Excellent quality fruit/flower etc. I had been playing the challenge for 3-4 Sim weeks and know I had harvested higher than normal Trash Fruit that matched the quality of the plant. A main part of the Murkland challenge is to grow and evolve Trash Plants as the mainstay of the Murkland diet. I was clearing out my Sim personal inventory so deleted all the existing Trash Fruit there.
Now my plants only yield Normal quality even after starting over with new plants.
**This reminds me of the issue with City Living Festival harvestables. In that instance the plants that spawned with the festivals would be (example) Excellent but the harvest showed Normal. Murkland {Oasis Springs} rules say no travel outside of Murkland. There plants are quite literately home grown ... from litter. Brennachan has place a lot with tons of Perfect plants of all varieties including Trash Plants.
