Out of curiosity, did you try investigating the signs in front of his property? Investigating them will get him to spawn when you want it. I have screenshots to show what I'm talking about.
I just noticed Greg is gone specifically because investigating the signs doesn't do anything. Also my game has populated about 5 copies of each cottage special NPC (5 Crumplebottom sisters, 5 pub owners, 5 grocery stall attendants, etc). Something is up!
