[W] NPC Werewolves never transform/don't achieve Transform Mastery

NPCs who have been turned to werewolves are fury but don't transform as wolves.

@eeee77 Try to meet the NPC during full moon, I think that worked for me.

    I had a Full Moon party for all the NPC Werewolves I'd created by biting to confirm that they were indeed Werewolves. But, they don't get the Transformation Mastery trait, so they aren't available for Werewolf activities like Sparing.
