[W] Teen Wolf skillset and moon phase lost after save and reload

It happens every time with my wolf teen, after the update before the High school expansion pack.

With the new high school expansion pack, I am playing a regular teen, and the calendar is not messing up.

What expansions, game packs, and stuff packs do you have installed? All packs (expansion packs, stuff packs, game packs). Even Batuu and My First pet stuff :P
Steps: How can we find the bug ourselves? No clue. It is the first time I encounter it. the OP did post the steps to reproduce it though
What happens when the bug occurs? Your teen is at some level on his werewolf skill tree but they has NO skills and NO skill points. Using the cheats to rank up and down (stats.set_stat rankedStatistic_Werewolf_Progression ) partially works: you rank up and down but your skill points are not increased on each rank up. You don't gain points ranking down either since you have no abilities to convert back to points.
What do you expect to see? Skills to be retained and not lost out of random. Skill points to be appropiately granted when you rank up and down.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No

It happened with my Teen too.

I suddenly got stuck at level 3 and with no points nor skills. Even lost my skill to transform.

I just found a workaround that "fixes it" it is nowhere near perfect but at least you can re-build your skill tree. I had to use cheats and the built-in cheats (the one that you get when you do shift click on a sim).

Steps:

1. Shift click on the affected sim and select Werewolve cheats. Should be in the first list of options
2. Select "Add abilities" (or similar). For me the option shows up on the bottom left corner.
3. That will grant you ALL the abilities even the dormant ones.
4. Then you will reset your rank back to 0. Ensure you have the affected sim selected and then use the cheat: stats.set_stat rankedStatistic_Werewolf_Progression 0
5. Step 4 will cause you to lose all your non-dormant abilities except the ones in the first row. You will get an ton of points (one per ability you used to have). 
6. Then you will reset your rank back to what it was before. The cheat sets your XP points and you will neeed 3000 for Ace rank so you will have to play with the numbers. In my case to the middle rank I had to use 1500. So you will use the following cheat (change the number appropriately): stats.set_stat rankedStatistic_Werewolf_Progression 1500

With that you should be all set. You will still have dorman abilities and a lot of points making ranking up a bit pointless but at least you will be able to pick and choose most of the abilities. I added some images showing the steps and the results below

I really hope they fix this issue soon because it is way too annoying to do all the steps for each Sim that the game breaks.
