Weird bulging around the stomach of female sims

What expansions, game packs, and stuff packs do you have installed? Everything.
Steps: How can we find the bug ourselves? Go into CAS and select a female sim with a waist that isn't as thin as a toothpick, but who isn't overweight either. Then go through several different tops and full body outfits while paying attention to the Sim's waist.
What happens when the bug occurs? Some outfits create a strange and unnatural looking outward bulge on the sides that has nothing to do with the Sim's weight.
What do you expect to see? I expect there to be no weird bulge around my sim's stomach when wearing certain outfits.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I've tested this by messing with the weight and fitness slider and it did nothing to correct the issue.
The only solution I've found is to make my sim's waist as thin as a toothpick (unnaturally thin) before the outfits look right.
This problem extents to a large portion of CAS outfits.
