So it isn't like other job like celebrity chef and it doesn't fill the trait for top promotion

This is probably because Celebrity Chef is from the base game, when there were no promotions after you reached the top of the career. That got changed at some point, so that we can now get raises even after reaching the top of the career. That's probably why some of the newer careers still have promotion requirements even at the highest level.
