Thanks. Since you used the cheat and OP didn't, it might not be the same.

I just started a new game and deleted all the premade families and I'm populating both worlds with my own to avoid this problem with the people I play. They need to fix the CAS.fulleditmode cheat or else allow us to edit other Sim's traits without so much trouble.
I don't want my worlds full of hotheaded, childish, and insane townies - which, it seems EA loves assigning those particular types of traits. It's ridiculous. I'm afraid to edit too many premades now, for fear they'll glitch down the road. Very frustrated. Even the Edit in CAS cheat in Sims 3 wasn't limited - we should be able to fully edit townies and Sims from the Gallery without all the issues.

This isn't a fix, more of a workaround, but to edit those townies what I do is twin off a new copy (sister/clone), give HER the traits I want, and delete the original.

Yes, I am seeing this with a Sim I made and have been playing for atleast 6 months and a new Sim I have downloaded and completely edited from the gallery. I changed his and her traits for a challenge and in their Simology it shows my changes, but in other Sims contact list, some of them show the new traits and some do not.
