[XB] Become Best Friend option is missing

Steps: 1) talked trying to get option to appear. 2) Deleting cache. 3) Hard resetting Xbox. 4) reloading game. 5) tried talking again to get best friend option to appear.

How can we find the bug ourselves?: Unknown 
What happens when the bug occurs?: My sim is no longer best friends with Rebecca Hatch and the option to be best friends again never comes back even though we're at max friendship. I didn't bf anyone else but the option to is available with all other sims. 
What do you expect to see?: Either to not randomly lose best friend status or for the option to be best friends to return.
Have you installed any customization with the game, e.g. Custom Content or Mods?: No
Did this issue appear after a specific patch or change you made to your system?: Noticed it due to random chance so unsure but I suspect an update broke it.
Please describe the patch or change you made.: Only what's required to play 

I'm on Xbox Series S. I downloaded Rebecca Hatch to my game and made her my best friend right when she came to sims 4. A few days ago I noticed that she's no longer showing as my best friend. Our friendship lvl is still maxed. I have been talking to her and the option to be best friends again isn't coming up at all. I talked to other sims and the option comes up for them but not her. I have tried deleting the cache and hard resetting my Xbox. I haven't tried uninstalling and reinstalling but I honestly feel like even if that worked it would just be a band-aid and it would break again first chance since whatever broke it in the first place would still be in the coding. It's console so obvi no cc or mods. 

I searched around the internet for solutions but any found are 1) several years old and 2) for PC. 

If anyone has an idea about how to fix this I'd be grateful.
