They should be able to do all that stuff. I had to help my grandparents with crops, cleaning, cooking and taking care of livestock when I was a little one. In TS4 the kids are mostly lazy and useless to have around. I think the whole thing just needs an overhaul and kids should be able to learn the same skills(but not to a high level) that adult sims can without having to go through the hurdle of grinding up the worthless child skills.
