Add "Manage Neighbourhood" - Control Townie Creation, Assign Your Sim as NPC!

This is a really cool idea. It drives me nuts having to go through each person and set clothes. It is even worse with mod clothes. Like I'd have a sim in civil war outfit for no reason. I get so sick of so many townies being generated or why the are female or single mothers. What about single dads and couples?
