I'd love this too. I'd want to make neighborhoods. I've thought of converting the "rich" section of Strangerville (in full bloom) as an Alien hood but haven't gotten around to it.
The only problem I see is it would be DLC for DLC and the pitchforks would come out since you'd need GTW to use it.
