Saved it to my Library and placed it, and the game completely deleted the stairs:

Hmmm, I associated it with MOO since MOO things acted up since the patch. I started that build a long time ago though so maybe MOO wasn't even necessary back then :p Looks like you ran into the same problem though. I have no idea what causes it, it seemed to work perfectly pre-patch, I placed it from my library every time I wanted to continue it and the stairs would stick.
