@Cerrydd Well, if you try to do it in the order of 1) place roof, 2) place stairs, it does inform you that stairs cannot intersect the roof. I think because you (cleverly) came up with doing it in the opposite order, you bypassed that check, and it seems to me that they must have tightened the code in the patch to do the check on save/load and auto-correct the "problem."
I'm struggling as to whether we report this as a bug or as a request. I know you were able to make it work before, which makes it seem more like a bug, but given that the functionality doesn't ever seem to have been intended, I'm inclined to see it more as a request... What do you think?
