Changing the fence on a circular deck

I've been playing with the 1 Torendi Tower Penthouse and figured out how to make the matching little deck on the penthouse but I can't figure out how to change the circular fence on that little deck. ...

If you use the replace tool, you should be able to change fences by selecting the one you want and then hovering over the one you want to replace.
