Most of the paths around where I live are shared, if you're a pedestrian, and you hear a bell, you move to the edge of the path, and allow the cyclist to pass.
where I am some bikes don't have bells-so I don't know if anyone is behind me unless I have Cider OR they yell something.
Wow! That's so strange, and rude!
Here, by law, all bicycles used in public must have a bell, and brakes, and reflectors, and lights if it is to be used at night, and you have to wear a helmet.
The bell is a very polite way of saying 'excuse me!'
