Filter to only show CC in CAS and Build/Buy Mode?

No there is no filter for CC unfortunately...

To think that they created the game that supports CC but without the option :( ...

I'd like this feature as well as it saved me a lot of eye-strain in TS3! LOL Some TS4 items have customized thumbnails that make them easy to identify but many others don't which makes them hard to spot. Filters would be amazing. Perhaps once there are more GPs and EPs out they will add filters so that we can sort by Pack and add a CC filter in as a bonus.

if you go to the arrow for tags
there will custom content in the content choice
