The Sims 4: Fixer-Upper Game Pack adds a new run-down grunge neighborhood with cheap houses that need some TLC.
Customize the neighborhood with Public Work Projects and fix up the neighborhood and even turn it into a luxurious one.
Repair a broken public fountain with Handiness skill, clean up debris from the street, fix holes in the street, repair broken street lanterns and fire hydrants and decorate with Public Work Projects.
You decide which street lanterns are set, the style of the sidewalk and other customization options.

Fix Up Houses
Buy one of the cheap houses from the new world. But there's a reason why they're cheap: They need A LOT of work put into renovating the house and turn it into a glorious mansion.
Fix up the broken windows, beds, mirrors, electronics and doors (Handiness skill required), fill holes in the wall and do a clean up. Also kill all the nasty cockroaches running around the house.
When finished, you can turn this house into the house of your dreams.

Architect Career, become Landlord and Advanced Lot Owning System
There finally is a new career: the Architect career. It functions as a semi-active career (like the ones in City Living). You have the option to send your Sim off to work or instead do daily tasks as an architect, which includes requests from random people that want to renovate their house with special requirements.
Besides that your Sims now have the ability to own multiple residential lots and earn weekly rent as a landlord. Become a landlord and fix broken objects or remove cockroaches and rats when called by your tenants.
New build mode features
There are new spiral stairs and L-stairs in build mode, as well as furniture that ranges from grungy poor to luxury mansion.
