Update: Out of curiosity, I tried other fence types to the one I'm wanting. They're all doing the same thing. Would love to see pics / a guide / vid tutorial from someone who has had the workaround work for them. But then again, we shouldn't be having to go to so much trouble do so something so simple...
When you say "having my roof fall into the second floor" do you mean that 2nd floor is now open to the outside like you're getting sunlight in the room when you fence off the area you wanted open to the ground floor? If that is happening and there are no ceiling tiles missing then it sounds like somehow your room on the second floor is glitched. I can't seem to replicated your problem so maybe try redoing that room on the second floor by deleting it entirely and rebuilding it. And here's a short pic tutorial I created on a test lot on what I did to get a 2 story open staircase:
Built my 2 story house:
Fenced off the portion I wanted to remove floor tile:
I clicked on the floor tile and chose the option "remove floor tile":
The floor was removed:
I placed my staircase:
Then I dragged the stairs to remove the section of fence:
Hope this helps. The whole room designation mechanic is a little buggy especially when dealing with friezes :anguished:
