Help with build

I’m having trouble building a split level house. I’m not sure why the whole house wants to move when I try to raise the foundation. I’ve looked up ways to do it, I can tell it’s possible due to some of the houses I’ve seen, but everything I find online just confused me, or didn’t work. Very frustrating. I don’t understand why they can’t make this possible! Any help is appreciated. I’m on a PS4
