Thank you everyone and thank you @rosemow for the nice guide and thank you @Dianesims for taking the time for the image. The guide got me real close, but it wouldn't let me place the ceiling directly above the foyer.
I did figure it out on my own. Here is what I did.
Build the wall that separates your hall from the bedrooms.
Delete the floor for your foyer and 2nd floor hall. (Ceiling should stay)
Place a platform on the 2nd floor where your hall will be. Size as appropriate. (This will make the hall ceiling disappear. Foyer ceiling should stay.)
Place your stairs so the top landing meets at the platform.
Click on the platform/hall and place a ceiling by clicking on that yellow stripe that shows up on the wall.
Place a fence or half wall by drawing it. Do not use the tool that replaces the whole "wall" at once.

Without my method, there would be no possible way to place a ceiling within the yellow area.
