How to make a World Editor work for The Sims 4

Alot of you might be wondering how can EA make a Create a World tool, seeing how neighborhoods are just environments you can't really explore, with patches of lots (space you can walk on/ build/ explo...

Exactly! I don't think they'll be releasing a developer tool for creating worlds. I can tell it would be quite difficult and not user friendly. Much of the Sims 4 worlds are "sculpted" to look a certain way with the majority of the world being just a set, with unplayable elements like running water, forests and rivers, etc.
