I think that would add a LOT to the gameplay! I know the rare earthquake in Sims 3 made gameplay with my firefighter sim really exciting. Just give us the option to turn it off when we want. Something that I would like to see with in-game natural disasters would be relief aid showing up! Have NPCs show up with food and supplies and even simoleons.
