Ugh, no they shouldn't be romantic interest! For as many glitches and problems as this game has, one thing that has NEVER failed to work quite immediately and accurately has been the jealousy reaction. I swear, if one partner even thinks of looking at another Sim the other partner has a fit about it. If only everything else in this game worked so well.
