It could, but how ever there are already long hair styles in Sims 4 already that could have the same clipping issue. The NPC sim Summer Holiday, she has a long French braid hair style. With Summer Holiday having long hair in the game, I would say the clipping issue with long hair on an over weight sim already exists in the game if it was going to be an issue in the game.
