Maxis Fav using someone else's content?

A Maxis Fav from yesterday actually contains 2 elders that was made by someone else. The picture below is the Maxis Fav: 

The person, Yagatha, that actually made the elders uploaded them earlier in the day. Picture below: 

I wanted to know if this is okay when it comes to Maxis Fav nominations? This does not seem fair that someone is getting the credit (and honor) of the fav when they didn't create all of the sims. I would love to know how nominations are picked now and it would be great if you could look into this as well. Thank you for your time.
