New base game world
Would you like a new base game world (more modest than San Myshuno) for apartments, townhouses and swimmable area?

Buildable apartments sounds like a pretty big feature for a base game update. Maybe if they have a mix of empty lots (like Newcrest) and unfurnished townhouses and/or apartments. I loudly second @EnkiSchmidt suggestion of making the locale a very different environment from the existing base game worlds. I like jungle environments. Maybe something inspired by Meghalaya?
