Open worlds and CASt do not = lag, period. The unoptimized game engine and poor coding used in TS3 = performance issues. Even without them we still have performance issues and save corruptions in TS4.
Also, no, all the inactives were not simulated doing *everything* your active household does. When they were in their houses, they were in a state called "partial suspended animation". The fact that they made an engine where trying to correctly route a sim consumes such huge chunks of memory and processing power, is one of the main reasons for performance issues.
