Option to change neighborhood names
Id like to be able to change my name of neighborhoods. And also add back a sim description that i can read and view from another sim.

- This would be nice but I'd still prefer a CAW feature this game has lost the sandbox feel.
- I would like this too. I even made a poll about it.
