Yes, they can of course, but I'm talking about clubs my sims aren't in lol. So, like, for example, I'd like it if the premade clubs like Renegades would actually keep recruiting and stick around and continue making trouble, even if none of my sims ever join it. Or, if I'm playing a sim who makes a club, and then that sim dies but I keep playing the game, but none of my other playable sims join that club, I want that club to keep going without me for a while.
Basically, I want to NOT have to manually add sims myself, but have the option of the game doing it for me, particularly for NPC clubs.
