I understand that teh world was made smaller for performance reasons and i know that consoles are not as powerful as a PC, but come on... I understand why Brindleton Bay were smaller than the other ...

There's only one studio lot and it uses the same tech that the Temple in Jungle Adventures has, they used the same code to make it so that the lot has a changeable stage they didn't even spend any resources making the code from ground up because it was already made previously.
It's really not a justification. It is a beautiful world though, or rather, it has beautiful detailed backdrops. The pre-made houses aren't that good.
