Question to seasoned builders

I know this might sound obvious, but are you choosing the right venue type for your build?

If so, are you placing the objects in the room properly (bar, restaurant host/server stations) so that sims can actually access them?

I've never not been given bartenders, restaurant staff, etc, it's always been automatic....that's why I'm asking about your build, something seems off
