I'm guessing the self-proclaimed detective your talking about is called PI (private investigator).
I talked to him and he meant a detective like Sherlock Holmes. They work on their own (without being a member in the police organization) and only use local police as support.
Sherlock IS a PI like the Pinkerton Agency . But there's the other kind of detecivie like the one from Murdoch Mysteries (aka Artful Detective in the UK) which is a police detective
