Reduce the generating of townies

Hi everyone. My save is already full of sims I created : about 90 played sims, and something like 20-30 unplayed ones, some of them working in restaurants, the others are used by the game to work...

I'm constantly editing townies to make them fit into my game better, but it feels like a wasted effort when more keep randomly spawning for no reason. I would like an option to stop this from happening too.
