Reduce the generating of townies
Hi everyone. My save is already full of sims I created : about 90 played sims, and something like 20-30 unplayed ones, some of them working in restaurants, the others are used by the game to work...

They've raised the culling limit which may be why you see more townies than before. You could try modding it lower so the townies are deleted more often, that would make the passer-bys mroe likely to be selected from the pool of your played/housed Sims.
