Reduce the generating of townies

I also use a combination of shimrod's mod and the MC command center to stop the townie generating but I'm not sure if the latter is configured correctly. Maybe someone can tell me how to disable generation through the command center properly? I still have households generated, mostly single sims, but at least it's severely reduced. I'd still prefer an option for no generation at all, even if it would mean that places and positions would be empty.
