Reduce the generating of townies

Yes AKLSimmer, this mod works perfectly fine ! I donwloaded it directly when it was posted, and sice that, my game no longer generate new townies (didn't tested it in San Myshuno). And it's so nice to be able to create your own NPC ! So if you have the same issue, don't hesitate, just be sure to create yourself (or let the game generate) all the NPC needed before using it ;)
