Reduce the generating of townies

I'm a little late in this conversation but I'm having the common concerns with the regeneration of Townies. Several of the comments mention mods, however, I'm not that tech savvy enough to know how to use them or where to go to get them. Any help for a non-tech person on resolving this issue? I've been playing the Sims for over 9 years and I've pushed past some of the issues the EA has put in the game but I'm like many others, I want to have a storyline with each of my Sims to keep my worlds interesting but some of these Townies.....
