Restrict sims obsession with...

We need restrinct the coffee making or the grilling obcession, along with turning on the tv or the stereo, but let's decide which is more important or annoying

Small appliances are pretty bad in my game, and that research archive machine, OMG. The grill comes after that. Fortunately, I have MCCC which takes care of it pretty well, but some things still get past the tuner.
