I don't think renting a house is hard to be implemented in the game. It's just that the property is owned by a household and it can be rented by another household which has too little money to buy one. The rental could be paid by exactly the same way as how bills are paid (via mailbox) but would be more expensive than the bills, and the money goes to the owner (maybe some of it will be spent as utilities). The renters who can't afford their rental can be kicked out and go back to the household bin. Maybe owners can decide on the rental amount, and renters can leave autonomously if the rental is too expensive. Anyway I hope this feature (purchasing additional residential properties + rental) will be added IN CASE there's an EP like TS2's Apartment Life. I miss having roommates.
