I think if School were a Game Pack(separated of University), this theme would be much more explored than if it was included with University, because the focus would be just in Schools. If it comes with Universities, the focus would be in both, in other words, both Universities and Schools wouldn't receive much contents like there were a University Expansion Pack and a School Game Pack.
