Should we get empty worlds to build up ourselves?

It would be nice although I am being a little too idealistic, but wouldn't it be great if we got free worlds that were empty for us to build up? I am thinking something like an island world, a vampire...

I'd prefer different country style templates to fill. I wouldn't mind paying a small amount for each that I wanted.

Just trees, waterways and hedges, no buildings.
