It can definitely work for Sims. Asgard's Wrath had a "god mode" where you floated above the game level and interacted with it by picking up stuff, then solving a puzzle. Whenever it went to this mode, it felt like I was interacting with a dollhouse.
The Sims would be great for this as the game is a virtual dollhouse.
Also, my initial proposition is not strictly for 1st person view. VR works also for 3rd person view. Just think of Moss, Edge of Nowhere, and Chronos, which are games in 3rd person and still mindblowing because you're inside the world.
