This seems very complicated, but in reality it's beyond simple. It took me awhile to figure it out. Create a set of stairs like normal. Then pick/add your railings like normal. Then switch to the select tool and click the set of stairs. It will show up as a cohesive unit with sliders. The same sliders that's used to expand/collapse the house to make it smaller or bigger (the walls). Just grab it and slide it over and it will re-adjust the size of the stairs, with the railings to match it as long as you want.
