Perhaps there could be a crime rate associated with the neighborhoods and certain actions would increase or decrease the crime rate. It could even tie in with eco living with a higher crime level increasing the industrial foot print and a lower crime rate impacting the green foot print. With a higher crime rate you would experience more break ins, graffiti in the neighborhood, more sims with negative character traits etc. Lower crime rates could give a positive moodlet, more neighborhood parties, etc. Maybe lot prices could also fluctuate with the crime rate, and how quickly sims make gains in school and career levels.
