Now if you are asking for this for TS3, then EA is done making EP's and SP's for TS3. They are only making stuff for the store now.
Now if you are asking for this for TS4, then you need to post your ideas in The Sims 4 forum section at the bottom of the forum index page as most topics about TS4 goes there.
