How do you know for sure? Robots could be a part of a GP about robotics as the theme, but there could be more to the pack than just robot making.

The point of GPs is that they were focused on one theme, one idea, like vampires, not vampires and picnics. Robots are not big enough to fill a GP alone and they aren't gong to make a Tech GP with robots thrown in as an extra. GPs have a single theme, not a collection of lesser themes that are similar.
As I stated in my first post, witches/magic in a GP, all other lesser supernaturals could be in an EP as a group and still be fully flesh out as they don't have that much lore to explore.
This is your own limited perspective, though. It's the Devs' job to be creative, so while you may not be able to think of ways to make Robots have enough content for a GP, they likely can.
And it wouldn't be that hard to do. A Robot focused GP could add in the ability to make robot Sims and normal Sims with technology on them. Specific pieces and upgrades (in say an upgrade panel like in Vampires) give your Sim abilities as well as weaknesses.
There's also many different references the Devs could take inspiration from. SOMA, Transformers, Terminator, etc. In Star Trek, for example, there's technology that makes humans live longer. They could make up something similar for Sims.
If they wanted to add in their own world, they could. Like a small steampunk-ish world or some kind of futuristic one in which you could go there to access a "robotics lab" to further customize and upgrade your metal-man or slightly metal-man Sim.
Heck, they've even been talking about adding in handi-capped and disabled Sims. They could use robotics for that, too. Even things that can make Elders a little more spry.
It's not necessarily about being primarily about ROBOTS, but technology in general, and robots would be a part of that.
So with that, they definitely could do a robotics/technology focused GP as thinking up ways to apply fictional technology to Sims wouldn't be any different than thinking up ways to apply supernatural abilities (like Vampires) to Sims.
