No.
Good parents with runner toddlers need them.
A bad parent would just let their tot run into traffic, a good parent would have a handy way to keep them close.
I ran out of a shop once as a toddler. Never again, cos I was kept on the leash... like the freak I am.
Also, what days are you thinking of? Toddler leashes have been used since the middle ages. Perhaps you're reminiscing of ancient times, when tots fell into fires, and ran under the wheels of chariots? Or prehistory, when they wondered off, and became lunch of predators.
