Maybe they're a little less successful at social interactions, but it's barely noticeable. I think when bored sims should refuse/be unable to do certain activities, like homework or housework or other 'boring' things, and they should gain skills more slowly, something like that, so there's a real motivation to getting your sim un-bored.
I had a sim that stated they were bored and they stopped doing things I told them to do until I clicked something they didn't find boring. So it does do something but Sims with certain traits often will not keep doing things that bore them - especially if they are already bored.
Yet I tell them to do something they don't find boring and they hop right to it. LOL.
