The reason being to give the Sim who moves out enough money to afford a proper house. Not start out with $20,000 or whatever it is. You have a family that's millionaires and living in a 3 storied mansion. Their oldest kid moves out into a small 1 bedroom house with a little over 3 grand left. Not exactly realistic
So basically proper moving out option :)
